Overloading not triggering WHEN card with less triggers than the THEN card

I have trouble getting overloading to work.
When I use a THEN card with less variables than the WHEN card, the WHEN card is not running.
Any idea what I could have missed?

I have just tested overloading, and for me, the are all working. (HP2019 and also HP2023).
Please share a bigger image?
