some time when upload image Msg.Photo[High(Msg.Photo)].CanDownload is False but Msg.Photo[High(Msg.Photo)].GetFileUrl(tgBot.Token) is https://api.telegram.org/file/bot579960295:AAHwLN8t-RmmUeQawrhfrVa5LJHQH4ja0ik/photos/file_158.jpg
