Cant install CT Manager no matter what i do

Every time i try to install the damn thing i always get the error message 0xffffffff. I've been looking everywhere for a solution but i cant find one! I've had to reformat my sd, restore my system to factory settings, but no matter what CT manager just DOESNT want to install. I need some serious help. I'm using vitashell to install it, and everything should be a fresh format. I was able to successfully install a bunch of other vpks but this one just DOESNT want to budge and it keeps giving me that error message. And yes Henkaku unsafe homebrew is enabled. I have not encountered a fix for this problem at all no matter what i do. Also, i'm on 3.68. I've gotten it to work before, but after deleting and reinstalling it, it just refuses to be reinstalled.
