why my vita can't install custom theme on ctm? everytime i click apply an install theme, my vita suddenly turnoff

i apply the theme from the original setting,it work but when i reboot it reset to default theme

From what you say it looks like a corrupted database (crashes during writing into it, themes that do not stay after reboot...) but if you say you have already restored it from Recovery mode and that did not solve the issue I really don't know what else to suggest you 🤔
You could test the PC tool http://redsquirrel87.altervista.org/doku.php/psvita-db-theme-installer but if it is an issue of corrupted database I don’t think it will work neither, but it is still one more attempt to try‌

Try to go in recovery mode and restore your database, probably it got corrupted
