[bitbucket] Can't open PRs

This has nothing to do with minecraft itself. But i made a port to 1.16.3-1.16.5, and i’d like to submit that port. However, i am not allowed to open a pull request. This is why i am filing an issue here first. Easiest would be you create a branch called 1.16 branched of 1.15, and grant me push or PR permission to that branch.

About that 1.16 thing: here is a screenshot of it working.
