Slabs don't stack properly

Trying to place down stone slabs using the array function, I can't place top slabs on top of the bottom slabs within the same block. Instead the ghost image shows it placing on top of the full block as a new bottom slab.

Turns out it is harder to fix than anticipated, so I'm putting it on hold to work on other fixes first.
