[1.18] Can't place blocks in a specified world

tl;dr can't build, can destroy

I can't for the life of my find a root cause and commonality. From all my recent tests, the single world where I'm playing, I can't place any blocks with this mod. Other worlds I create work fine. I've tested this in both survival and creative.

Also I couldn't find this issue anywhere else on the internet.
