Does not trigger Sculk Sensors

Placing and breaking blocks normally triggers Sculk Sensors. Effortless Building doesn't. This allows players the ability to circumvent intended stealth gameplay in the Ancient Cities.

Steps to reproduce:

1. Attach a Sculk Sensor to some sort of redstone output, eg a lamp
2. Enable Effortless Building and place a block nearby. The lamp does not light up.

Placing blocks should cause vibration frequency 12, removing should be 13, so both placement and undo/redo should cause vibrations.
