Needs updates for v.1.0383

Just an observation that Cookie Clicker is now at v.1.0383 (after a brief pause at 1.038) and the Export Save strings it creates can't be loaded into Cookie Clicker Optimizer. It also seems to have changed some of the existing values (ie Big Bang Bake is now 199,999,999,950,000 cookies instead of 39 999 999 990 000) and added some new upgrades (particularly related to heavenly chips)

All the changes from v.1.0383 have been updated to the optimizer and saves from the latest version can now be loaded.
