Add some way of determining when would be the best time to restart the game and cash in on Heavenly chips. This would require looking at when the projected increase in number of heavenly chips decreases to a certain level. This would be quite complicated due to being dependant on how effectively the player plays the game, but would be very useful.

This issue seems way too complex to handle for me. There are too many variables to account for to determine when the optimal time to reset is. Some of them which can't be accurately modeled, such as how often you click golden cookies.
If you only looked at the CPS, it might be possible to come up with a solution, but since most cookies in the end game are earned from golden/red cookies, it becomes pretty difficult to determine.
Should someone come up with an accurate model, however, I will gladly implement it. Considering that the prestige effect will be reworked in the future, however, I don't see much benefit in trying to put too much effort into figuring this out right now.
