Add support for offline deactivation

Currently IC supports offline key activation and trial activation/extension, but it doesn't support offline deactivation. This is required for users who must perform offline license key management in order to free/reset the license key.

This is a build with offline deactivation (partially) implemented. There's more to do before this feature can be released, but for now the user can do the following:

1. Open Illuminated Cloud>Configure Application and switch to the About tab.
2. Click the Offline activation... button.
3. Click the Deactivate license radio button.
4. Click the Generate button.
5. Click the Copy to clipboard button. A browser page will be opened. This is not implemented yet for deactivation, so ignore that.
6. Email the deactivation request to [e-mail] and I'll take care of the deactivation for now.
7. Close the Offline Activation dialog and the license key should be deactivated on the local machine.

You install this build by downloading the archive and then using Preferences/Settings>Plugins>Install plugin from disk.

Here's an IC1 build with the same early support for offline deactivation. The steps are the same overall except for step 3 which is not required.
