Can't retrieve packaged layouts

    Test build with the fix implemented. Install using Settings/Preferences>Plugins>Install plugin from disk (under the gear drop-down in 2018.3+). Make sure to refresh the list of metadata from the server if using a Selected subscription and/or in the metadata retrieval dialog.
