Support Scratch Org templates

When creating a scratch org you have to check the boxes for features to be enabled etc. I would like to be able to select from pre-defined templates instead (we are working around this using Ant scripting for scratch org creation).

@phil_ws you're able to do this now. Click on the open folder icon next to Org Name and you can select a scratch definition file.
