Support namespace aware DX project deployment to a dev org

Scratch orgs are well and good for most things but we have a mobile app that cannot be push-button-deployment connected to a scratch org. We therefore want to use the traditional dev orgs we already use but with a DX project. We plan to (short term) create Ant scripting to allow this but would rather have this built into IC2.
