Ability to Start Debug Logging for Another User

Debug logs are downloaded for other users and can be filtered. I can also start debugging for the context of the user attached to the current org connection. However, it would be great to be able to start debugging on another user directly from the Log Viewer.

Full debug logging level and trace flag configuration was added quite a bit back.
