SOQL Queries not showing more than 1 record in tree view for related records.

in the tree view cu__Actions__r should have 2 records.
in the table view you can see the records for cu_Actions__r[1]

This example is with a custom metadata query and there a bug in apex queries where if you order by on related lists it will only bring back the very first record of the related record - but I have verified this is not the case with SOQL queries via the API.
