Salesforce CLI sometimes reports a dev hub as the default dev hub but not actually a dev hub

I've had a number of users show me output from sfdx force:org:list --json where isDevHub isn't present but isDefaultDevHubUsername=true. That doesn't seem right, but IC should be updated to use the latter to infer the former when not present.

Please install this build:

1. Download (but don't extract it).
2. In the IDE, use Settings/Preferences>Plugins>Install plugin from disk (under the gear drop-down menu).
3. Allow the IDE to restart.
4. In the connection manager, click the refresh toolbar button.
