Can't select Scratch Org from app connections

If I go to preferences and select Illuminated Cloud, then I go to Connections tab I see my scratch org listed. However, if I go to my app settings and go to select my scratch org as the connection it is not listed.

What kind of project is this? If it's a metadata format project without an sfdx-project.json, you cannot use a scratch org. Scratch org connections can only be used with source format projects.
