It's certainly along that path, but basically I am hoping you replicate what the Workbench website offers for deploying a package.

When one of our releases requires deletions to be done we create a package, that package is used for any each developer’s sandbox after a deployment is done as well as for the production deployment.

But we also use it for deploying a package of changes that cannot be deployed using our deployment user (Content Assets have to be deployed via the System Admin profile)
