Inconsistent license activation state

I've heard from a user about a situation where IC2 isn't detecting a license activation state sufficiently to enable the Deactivate license button, but when you try to use an offline activation, it doesn't show a field for entering the license key. I'm going to use this issue to provide a build which unconditionally enables these buttons/fields in an attempt to get back into a proper licensing state.

This is the same as 2.2.1.6 with two minor (but likely important for purposes of this issue) differences:

1. The Deactivate license button is always enabled.
2. In the Offline Activation dialog, the license key field is always present.

Please download this archive (but don't extract it) and install it using Settings / Preferences > Plugins > Install plugin from disk (under the gear drop-down menu).

After the IDE restarts, first please click the Deactivate license button and see whether it reports the deactivation or an error. Either way, then try an offline activation with your new license key.
