Allow projects without explicit subscriptions against non-source-tracked orgs
Issue #2083
resolved
The overall enhancement request here is to support projects against non-source-tracked orgs without an explicit metadata subscription, instead synthesizing a metadata subscription automatically based on the project's local metadata files (which is what happens when you use raw deploy/retrieve actions against source-tracked orgs instead of push/pull).

This was delivered quite a bit back via Local Files metadata subscriptions.

Downgrading from blocker since IC2 has a long-standing requirement for any project created against a non-source-tracked org to have a metadata subscription. For a source format project, that must be in the form of a
package.xml
file.
