Deploy Modified Metadata isn't properly handling newly-created child metadata

Scott Wells repo owner created an issue

This was reported by an end user and I've been able to reproduce it. Basically add a new field to a custom object in a source format project locally and try to use Deploy Modified Metadata to deploy it to the server. It shows the parent object as being up-to-date.
