You have check only selected :)
I think it’s a reason why

Oleksandr raises a great point. In your screenshot you have Check Only enabled in the deployment dialog. That will result in a check-only deployment that does not commit to the organization. Please disable that and see whether the deployment works as expected. And thank you, Oleksandr, for the discerning eyes!
