Forced license deactivation

A user is running into an issue where it looks like another user perhaps activated a license but never deactivated it, so the machine seems to have an active license, but the current user cannot deactivate it.

Please download this archive and extract it, then run TurboActivate.exe and see whether it provides an option to either enter your license key and override whatever is active on the machine now, or to deactivate that activation.

Okay, let's try something else. This is a build of 2.2.7.1 with the Deactivate license button enabled unconditionally. Download the archive without extracting it and install it using Settings / Preferences > Plugins > Install plugin from disk (under the gear drop-down menu). Restart the IDE and try to deactivate the license that seems to be wedged on the machine. If that works, enter you own license key to activate the product.

If that doesn't work, please let me know and I'll need to consult with the licensing software vendor to understand what needs to happen.
