On Project Load warn if SFDX-project.json or manifest/package.xml differs from connection api version

When loading a project it would be good to show a warning if the connection api version for the project does not match the versions specified in the sfdx-project.json and/or manifest/package.xml

Otherwise people can forget that those need to be updated after each seasonal release of Salesforce to be able to get the latest version of the metadata
