Adding Change Set Deployment to the IC plugin

I would be nice to implement Change Set functionality in IC, so that we can use it to deploy a set of change to any environments. Although this functionality is available in SFDC, but it would be much more convenient for deployment if it's integrated with IC.

Resolving due to lack of activity. At this point I think even Salesforce is steering folks away from change sets for the most part anyway.
