Refresh metadata fails on first attempt

When refreshing file from server often getting error message: "Failed to move classes to ...\AppData\Local\Temp\'org_name'de18eb1_8550_4451_8a41_ac6de51f25e2\src". Upon refreshing again the file properly refreshes.

Impact to business is doubling the time it takes to refresh any file from the server.

To reproduce: "Refresh Metadata" command

Attempted running as admin and normal.

IC Version: 1.7.7.0 IC Build: 20170117203947 IntelliJ IDEA 2016.3.3 Build #IU-163.11103.6, built on January 16, 2017 OS: Windows 10 Enterprise

Merging this into another reported issue with the same problem. Let me see what I can figure out so that if/when this does happen, it's not an issue for you.
