Unable to perform offline license reverification

A user who is required to use offline activation has hit an issue where the "phone home" isn't allowing access to the offline method.

    This is tomorrow's official build made available early. It should include the fix for this issue. Install it using Settings>Plugins>Install plugin from disk. The IDE will restart and a new option, Offline activation..., should be available when prompted for license re-verification. Proceed with that option and we can re-verify the license using an offline activation.
