Can't change the start of quiet hours.

On a Samsung device running Android 4.1.1, I can change the end of quiet hours, but the beginning can't be changed from the default. Others on Nexus devices are able to change both...

I do not have this issue on my Nexus 7 running stock 4.2.2. Same build.

How many popups show when you go to change the times?

They should say (in order) "Set from time", "Set to time"

if only the second is showing, let me know
