S2 crew tank kerbal count

Need bac9's input on this,

Problem: 28 kerbals in one IVA drops your FPS badly.

Solutions I and Tav have come up with:

Bottom floor contains fuel:

(1/3~ as much as dedicated fuel parts), cuts kerbals in half, makes the missing volume below make sense.

Pros: Obvious solution, you're likely to need fuel on a plane with crew anyway, 28 crew is a bit excessive (even if that many fit nicely). Helps lower the count in a way that makes sense.

Cons: Lowers crew count to 12 crew (might be a con for some situations).

Bottom floor "contains" kerbals you can't IVA to:

(keep crew count, ditch seats. props, and kerbal transforms for bottom floor)

Pros: Keeps the kerbal count, for the edge-cases that actually need 28 kerbals in a part that size.

Cons: It's less clear cut, you can't see that many kerbals if you look around and count, you can see the ladder down but you can't actually "go there".

Multiple parts:

Each part has it's own IVA that is instanced/culled from each other, could make each floor it's own part (with one part, most likely top also having end-caps), could even have a crew or fuel version of the bottom part.

Pros: Solves the problem neatly.

Cons: Causes other problems (increased part count, increased complexity)

    First option sounds great. Obviously, the mesh/fuel switcher will allow you to make the bottom floor empty or filled with something else.

    Ohh right! Yeah, that we can do no trouble.

    Honestly, 12 crew is plenty, from a gameplay point I don't mind people having to make larger planes or more trips is they need even more kerbals for a mission. If we accounted for exercise equipment and the rest it would probably hold 4 :)

    Just so we're clear, half of each S2 crew cabin is fuel space?

    Just give me the eyeballed % of total so I can setup the switchable fuel tanks, cheers.
