'Solar panel' panels

Solar panel version of the structural panels, for fixed farms - proposal from IRC.

Could be pretty neat?

Have to investigate if you can run 2 modules on a part, or pass it 2 directions, as we probably want the panels to be 2-sided (they're pretty thick)
