[GSG][STEAM][CoC] - The player is unable to use the scroll bar on the description window of the skills.

During the progression, it is noticed that the player is unable to use the scroll bar on the description window of the skills if it has the scrolling option. This issue is noticed for all the skills having a scroll bar on their description screen.

Expected Result: The player should be able to use the scroll bar on the description window of the skills.

Steps To Reproduce

1. Launch the game.
2. Proceed to the Predefined character mode.
3. Select any of the characters and proceed in the game.
4. Go to the skills screen and hover on one of the skills in the skill tree.
5. Notice that the skill has a scroll bar on the description window.
6. Try to use it and notice that the player is unable to use it.

I almost assume we have to change the general behaviour:

• Click once: “Lock” the skill so that the desccription doesn’t change.
• Click twice: Select it if you can and learn it.

And we need to explain this somewhere (does the tooltip or skill description say something to that effect?).
