Heavy body armor encumbrance doesn't work

1. Seems that heavy body armor takes only 1 point of encumbrance – it doens’t matter if I have the heavy body armor in my backpack or equipped – only 1 point of encumbrance is taken
2. “Reduced encumbrance 1” skill in Heavy Body Armor skill tree doesn’t affect anything. Looks like it is related to the previous item
