"Improved Protection I" does not work

Please, have a look at screenshots.

I have 3 armor pieces and “Improved Protection I” skill that should give me (8 + 3 + 1) + 10% (minimum 2) = 14 PV. However, I get only 13 PV.

Without armor I get 2 PV, although the skill should not work at all.

Boots only = 3 PV, although the skill should not work at all.

Fixed the title.
Looks like that shield PV calculation is broken (#580), the initial PV for my char is 2 due to high Toughness, and the skill gives nothing at all.

I think this ticket can be closed as the skill tree was reworked since that time.
