Taking items from item area will cause cursor to change to "moving" (boot)

This is probably caused by the items UI element deleting/updating itself and in the meantime the mouse registers as a hover over the newly empty space. But the boot persists even when the element is updated, so the boot hovers over the items.

Making an additional mouse check after the items UI is back should fix it.
