Item infoboxes sometimes not displayed properly

For some items the infoboxes are not displayed or only very short. This seems to be related to the item itself. I.e. always the same items are affected. In the inventory the info is displayed properly.

1. the tooltip positioning is now much smarter and can/will also move the tooltip above the mouse pointer
2. the transition between the map and the "items on the ground" area is now smoother and tooltips won't interfere with each other anymore (all tile cursor related handling is turned off)
