I have tried the following targets for the spell and have not noticed it doing anything:
Shallow water with undead in it.
Shallow water which I subsequently splashed onto a monster.
Shallow water which I subsequently stepped into.
Fountain
Potion of Water
A potion of water that had been poured on the ground.
A fountain.
