Victory Condition revamp
This component is meant make certain "usually never seen" victory conditions easier and to reward certain strategies that feel as if they should be a victory.

Victory buildings can no longer be rushed (see https://bitbucket.org/Terkhen/extramodmod/issue/82/disallow-rushing-for-victory-buildings).

Gone to Hell: Requires Ashen Veil. 60% of the world or more has become hell terrain, the AC has reached 100, the player is currently the highest contributor to the AC, create a special project that triggers victory (what being the highest contributor to the AC means is open for discussion). Return of Winter: Requires Illian. Own Auric Ascended. The player's team owns the Godslayer or the Godslayer is not present in the game.
Already implemented:

Religious victory now requires a 75% instead of 80%.

Domination victory now requires owning 70% of the land instead of 78%.

The sixth level of the Altar of the Luonnotar now requires Strength of Will. It no longer can be built by a Great Prophet. It costs 750 hammers instead.
