Civic changes

This component would add a few additional civic options, and also tweaks existing ones to include changes to Great General Emergence and bonuses to certain existing improvements.

Missing artwork:

  • Neutrality (Membership civic): Requires Grigori. Requires Education. Low upkeep. +25% to GPP generation, +15% War Weariness, increases Great General Emergence in 25% (ETMP, modified)

  • Isolationism (Membership civic): Requires Sidar. Requires Ancient Chants. No upkeep. No foreign trade. +1 culture per specialist. increases experience inside borders in +50%, increases Great General Emergence inside borders in 50%. (ETMP, modified)

  • Urban Planning (Economy civic): Requires ???. High upkeep. +1 food on villages, towns and enclaves, + 1 to Health in all cities, +1 to Happiness in all cities, increases worker movement speed (ETMP, modified)

Already implemented and committed:

  • Kuriotates start with Religion instead of Pacifism ([to_xp]Gekko)

  • Sidar start with Nationhood ([to_xp]Gekko).

  • Caste System now gives +1 hammer to workshops (ETMP)

  • City States now gives a 10% culture boost. It also gives an additional trade route per city.

  • Conquest increases Great General Emergence in 25%.

  • Consumption reduces Great General Emergence in 25%.

  • Crusade increases Great General Emergence in 50%. It is now a membership civic.

  • Decentralization now has no upkeep.

  • Guilds now gives +1 food to workshops (ETMP)

  • Liberty war weariness reduced from 50% to 25%. It now gives +1 happiness in the largest cities (scutarii, modified)

  • Mercantilism now gives +1 commerce to workshops (ETMP)

  • Military State increases Great General Emergence in 25%.

  • Pacifism reduces Great General Emergence in 25%. Penalty to production of military units reduced from -20% to -10%. Increases culture in 10%

  • Sacrifice the Weak reduces Great General Emergence in 25%.

  • Theocracy now gives a 20% bonus to the production of units of the state religion. It also gives a 20% bonus to the production of buildings of the state religion (scutarii, modified)

  • Tribalism now has no upkeep.

    What about a Illian specific "Memberhood" civic?

    EDIT: It would be better to just implement the White Hand instead.

    'The White Hand' ... available @ Priesthood

    gives +2 happiness for Ice Mana

    Illian Palace gets +5 votes in 'The White Hand' membership.

    -25% war weariness

    Only available if Illians are in the Game(?) -> uncertain.

    Votes are ... 'Secret Trade Agreement', 'Ban Fire Mana', 'Ban Sun Mana', 'Ban Nature Mana', 'Stop War against a member state', 'Start war against X non-member', 'Choose council leader', and 'Give council leader 100 gold'

    Illian vassals would join the membership civic automatically (somehow) ... the civic otherwise has a negative AI weight (other than for Illians).

    low priority, alternative solution is implementing White Hand religion.
