Tsunami lower damage cap

An AI managed to drove the Avatar of Wrath away with just 5 cultists and a small stack of Moroi by spamming Tsunami and leaving the Avatar at 3 strength. Tsunami may need to have a higher "lower cap" for its damage.

Tsunami may be capped at 60% if deemed necessary.

However you could also choose to add Cold Immunity to Wrath ;)

(he already has fire,death,poison,and unholy immunity, imho he should be immune to all EXCEPT holy damage)

Hmm, doesn't that just make it a poor mans Ring of Fire (apart from range, which half the time is a negative and the improvements stripping, which is practically always a negative)? Cold immunity seems far more appropriate.

I was aiming to include both solutions. I also think that all spells should have a reduced damage cap; otherwise in most cases it is possible (and optimal) to use only the arcane technology line.

If I'm planning to rethink all damage caps, I should tackle all of them at once and not only some of them. This task has been marked as FUTURE.
