Hyborem's Whisper

Hyborem's Whisper should give a diplomacy penalty with the civilization who owned the city.

While being vassals, the Infernals can use their world spell to steal one of the cities of their master. Since the master civ has no way to impede this or to relatiate (the Infernals are still their vassal) it should not be allowed.

In CustomFunctions.py, getAshenVeilCities, all cities owned by the Infernal's master (if they are vassals) should be ommitted from the list.
