IMPROVEMENT_MUSHROOMS

Due to errors in the merge, the Mushrooms event is creating the improvement instead of the resource. This is a frequent error of the ExtraModMod - Events Enhanced merge. To prevent it from happening again, it may be worth the effort of remove IMPROVEMENT_MUSHROOMS completely. Currently it is only used in the scenarios, it would be replaced by the mushroom resource. The same applies to Penguins.
