Suggestion - give them +1 health with Ice. After all, it preserves the food, and it also gives the Illians a little bit of an economy boost.

To compensate, they shouldn't need smokehouses.

Although I like the idea, Ice is already one of the most useful mana types. Does it really need a buff, or the Illians for that case?

Speaking of which, should Penguins give not just +1 :) but also +1 health because their blubber is more well preserved? (assuming penguins have blubber, they might not)

I could see possibly giving Harbors +1 health with Ice Mana ... but I'd have to think on how best to implement it.

I'd rather give Doviello and Illians a unique building called 'Icebox' which does NOT have to be built along the sea. Yet gives +1 health for fish, crabs, and clams.

I would prefer if it could only be build in cities near snow or tundra.
