Merge Great Commanders and Great Generals

Missing:

Great Generals can build the Code of Junil (Rystic)

The code of Junil does not generate any GPP anymore. Instead, it increases Great General emergence in 20%.

Great generals can now be attached to Beast units.

Change the Led by Warlord icon (this ability is defined as a mission on Warlords).

Great Generals should be allowed unconditionally, instead of with Advanced Tactics only.

The Tower of Complacency should give Great Sage GPP.

The Heroic Epic should increase Great General emergence in 10%.
