Right clicking on commerce +/- button will set that commerce to 100% or 0% respectively

No; left click on the commerce +/- buttons will continue to work on 10% increments as always. Right click would set it to 0% or 100%, depending on the button pressed.

Edit: When this is implemented, I will clarify this on the game hint.
