Compact enforced and hell terrain

joseasoler repo owner created an issue

I usually play with compact enforced always enabled, but I miss hell terrain. It would be good to spawn a few tiles of hell terrain randomly if the option is enabled when Infernal Pact is researched, then it should be able to start spreading following the usual rules.
