Allow Sever Soul unconditionally

Having a "Divided Soul" promotion that is available to Divided Souls to let higher level recon units use Sever Soul while preventing Scouts from doing the same requires a lot of annoying and boring micromanagement. Instead of this, the Sever Soul should be allowed for all sidar recon units without other conditions.
