To get some testing of the new class NetCommand without rewriting all SERVERCOMMANDS_* functions, SERVERCOMMANDS_SetPlayerFrags, SERVERCOMMANDS_PrintMOTD and SERVERCOMMANDS_WeaponRailgun now use it.

I have enough of the copy and paste madness in the SERVERCOMMANDS_* commands. In particular the incredibly fragile SERVER_CheckClientBuffer calls in those functions that are almost guaranteed to break if the command is altered are a nightmare. Who designed this? To take care of this, I added the new class NetCommand that should already by capable of taking care of most SERVERCOMMANDS_* commands. Note that the new class is not used yet.
