Zoom buttons & data ticker overrun window edge

Upon opening a file, the zoom buttons run off the edge of the window. If you resize the window smaller, more of the buttons go off the edge. I obeserved that the same is true of the data ticker. You can see everything if you resize the window larger

Made the nav panel a fixed 300 pixels wide and added a wmin of 200 to the first panel.
