Hand-drag button to scroll by click & drag of the matrix

Clicking the hand-drag button should change the cursor appearance to a hand and allow the user to grab the matrix and scroll it by dragging.

Details: The drag should continue to work if the hand leaves the interactive matrix pane. Option-scroll should still zoom. Scroll & Shift-scroll should still scroll A corresponding regular cursor button should adjoin it so you can switch between the two. (Clicking one "unclicks" the other. They should behave like radio buttons in that sense.)

The quality of my example is low, but it helps just to know what lance was thinking of. Note, the cursor button is "active because it is "depressed" (or should it be vice-versa?).
